It is official. NCUI has at last agreed to cancel the appointments of lecturer, stand off on which led to souring of its relation with agricultural ministry. About 46 lecturers appointed in the month of May,2011 stand to lose their job, after an exercise which led to serious dent into the image of NCUI.
Talking to Indian Cooperative.com Chief Executive Dr Dinesh said that ”yes we have decided to scrap the appointment and a fresh notification would shortly come out”.
And what about the punitive action against the guilty? Dr Dinesh said that Ministry directives would be followed in letter and spirit. Cancellation of appointment is on certain grounds and a probe into the same would fix the onus on the appointing committee, he added.
Chief Executive and President Dr Chandra Pal met Union agricultural minister Sharad Pawar. They also met Secretary in the Ministry who was not happy with the style of functioning of NCUI. Ministry has expressed satisfaction at the move and has reportedly softened its stand on the issue.
According to sources, this change of heart in the management of NCUI did not happen on its own. NCUI remained obstinate even after the grant in aid was stopped leading to great inconvenience to the apex cooperative organization. The change of heart was caused by fear of CBI enquiry.
Readers can recall that Anildo Mukerjee, the joint Secretary in Agriculture Ministry who was entrusted with the job of enquiry , recommended further enquiry into the appointment through some central agency. Central Agency means CBI here.
Earlier, talking to Indiancooperative.com, Chandra Pal Singh Yadav, the President of NCUI had said that NCUI is ready to do whatever Ministry suggests thereby indicating softening of stand on the part of NCUI.
But Dr Dinesh, the Chief Executive says that cancellation would open Pandora box of litigations as those who are in job for 3-4 months would certainly knock courts’ door. NCUI is bracing itself up for the same.
It is not so that all of the appointed lecturers were incompetent and their sudden departure would also negatively impact the working of ICM, Dr Dinesh regretted.
Cancellation of Lecturer appointment may also lead to demand for cancellation of appointment of Principals/RDs/Jt Director done earlier, as report of large scale bungling was cited here also. NCUI is bound to witness rough weather in coming days.
