A storm is brewing between National Cooperative Union of India and Ministry of Cooperation over the issue of membership of NCCT. In a rather shocking act the Ministry has deleted the name of G H Amin, Vice-President of NCUI from the new list of members.
Deletion of Amin’s name as well as that of many others proposed by the Governing Council of NCUI by the Ministry has made the GC members sit up and take note.
The matter came up for discussion in the GC meeting on Monday and the agitated members christened it a “high handedness” on the part of the government.
Next meeting will pass resolution and appeal to government to shun from “intervening too much” in the cooperative matters, said one of the members to Indian Cooperative on condition of anonymity.
One of the top officials of NCUI told Indian Cooperative that there is nothing wrong in what the govt has done but the manner is perhaps not digestible for the cooperative leaders. The Ministry not only deleted the names but also did not show the courtesy to inform the NCUI about it.
According to bye laws applicable in the grant-in-aid organizations like NCUI what used to happen is that the latter would propose a list of names of NCCT member and the former would approve the same in tote without raising any question.
But this time the Ministry has deleted about 8 names in a Committee that consists of 21 members. Ministry sources justified its stand and say that NCCT is a specialized body aimed at imparting training.
Ministry argues that the inclusion of members from different sectors of the cooperative would help it in more ways than one. They quoted the names of Mukund Abhyankar, newly elected Nafcub President and others in this regard.
Bye Laws says one of the Vice-Presidents of NCUI would be the member and thus the Ministry has dispensed with the services of Amin and inducted another Vice Chairman Sivasadan Nair thereby giving no chance to anybody to find fault with its decision.
Membership to NCCT has not been a much-sought after thing in the past but this controversy and Amin’s unceremonious removal has suddenly raised its stake. Ministry sources claim news names replacing deleted ones are also those of cooperators only.
A top official of NCUI expressed consolation that at least the names of NCUI President, DG of NCCT and Secretary are very much there as their inclusion is mandatory going by the bye laws.
