The Higher Diploma Programme in cooperative management has been started to improve the management skill and sharpen the analytical and decision making ability of staff members of cooperatives. The MOU was signed by Mohan Kumar Mishra, Secretary, NCCT and Suresh Babu, Principal, Rajiv Gandhi Cooperative Training College, Andaman and Nicobar Islands.
Andaman & Nicobar Islands has seen a phenomenal growth of cooperatives in the recent years. Out of 1800 cooperatives, 1400 are PACs having 1400 secretaries besides other paid employees. The secretaries and employees of PACs are untrained and need the Diploma Programme.
Under the MOU NCCT shall claim 25% of the course and examination fees per participant charged by Rajiv Gandhi Cooperative Training College from each participant. While the course curriculum of HDCM shall be provided by NCCT, Rajiv Gandhi Cooperative Training College shall finalize test of eligible participants as per eligibility criteria fixed by NCCT.
The MOU will be for a period of 3 years and may be extended beyond 3 years by mutual consent of both the parties. Suresh Babu, Principal Rajiv Gandhi Cooperative Training College said that this MOU is a good step in professionalizing the cooperative staff in Andaman & Nicobar Islands.

It is for your information that in Andaman & Nicobar Islands, there are altogether (functioning and/or non-functioning) 45 (forty-five) PACS and 15 (fifteen)Paid Secretaries only. And you have believed that there are 1,400 PACS and 1,400 Paid Secretaries !
