Free co-op of Administrator’s jinn: Chandra Pal

CHANDRA PAL SINGHIt was perhaps one of the best speeches NCUI President Chandra Pal Singh Yadav has ever delivered. Whether it was due to his recent elevation to Upper House or due to the presence of the Union Minister at NCUI , Shri Yadav roared from the dais cataloging all the ills besetting cooperatives on the occasion of the closing ceremony of the 61st Cooperative Week on Friday.

”Individuals could be wrong but not the cooperative organizations. You can take sternest stand and ask us to leave. I assure you I and others would not take a moment to pack up and go, but for God’s sake, save cooperatives from the jinn of “Administrator”, an anguished NCUI President said.

”Administrators have no attachment to cooperatives and wherever they are at the helm, cooperatives have gone down. Gujarat is an exception where cooperatives are doing a wonderful job despite them”, reminded Chandra Pal.

Though he did not say in words but several cases including that of NCCF and NAFED have recently cropped up where cooperative leaders and the government are at draggers drawn. Besides, there are abundant cases of superstition of cooperative bodies in the states.

On some technical ground the 97th CAA has gone in limbo, a fresh attempt to recast the Multi State Cooperative Act is going on and the Direct Tax Code is seriously threatening cooperatives, said Chandra Pal in the presence of the Minister who heard him with rapt attention.RADHA MOHAN SINGH

Besides complaints, NCUI President also used the occasion to remind that India represents the strongest cooperative movement in the world and government schemes could be best implemented through this. If a farmer would get fertilizer through IFFCO or Kribhco, he would never venture into the open market. See cooperatives, how wonderful they have done; IFFCO today has become the best cooperative in the world, claimed the President.

We also need a word of appreciation, grimaced the NCUI President.

    The implementation of Central Schemes bye passed a strong distribution channel may be because the vested interests are different in direct distribution and distribution through cooperatives.

    Congratulations. It was one of the best extempore speech for the cause of Cooperative Movement of India by Dr. Chandrapal ji.

    That the administrator’s do not have any attachment to cooperatives may appear to be true but there are few shining exemptions to this rule. I would like to cite just one as an example. Mr.G.N.Das, an Additional Registrar in TN was solely responsible for bringing an ICM at Madurai; he had to fight single handedly all odds against it.
    And it is impossible to agree to the view that the cooperators are all ‘áttached’ to coops. The scams and scandals reported in Índian cooperative.com itself offer indisputable proof of this.
    So the question is: what is responsible for the non functioning or the malfunctioning of the coops? The answer is – the coop leaders and administrators do not have any personal stake in the cooperatives that they manage. Therefore, there is a tendency to promote personal interests rather than the interests of the coops – among those who manage them; it could be administrators or the leaders. This is the problem of ‘Agency’.
    In private companies to overcome this problem, they have evolved mechanisms like ESOPs (Employees’ stock option); it brings about an alignment of personal interest with the organization’s. In coops also suitable mechanisms to overcome this problem will have to be developed- consistent with its principles, philosophies and practices.

    CONGRATULATIONS TO DR SAHIB ON HIS ADORING THE UPPER HOUSE OF PARLIAMENT. ONLY CO-OPERATIVE SHOWS HOW BIRDS OF DIFFERENT FEATHERS CAN FLOCK TOGETHER (CUTTING ACROSS POLITICAL AFFILIATIONS) AND WORK FOR THE BETTERMENT OF THE COMMON MAN. WHENEVER DR CPS YADAV SPEAKS HE MESMERIZES THE AUDIENCE WITH HIS GRASP OVER LANGUAGES AND ON THE SUBJECT MATTER AND THAT TOO EXTEMPORE. I HAVE THE PRIVILEGE TO LISTEN TO SOME OF HIS LIVE SPEECHES. CONGRATS SIR, ONCE AGAIN.
