Following a direction from the government of India that officers above Joint Secretaries will join duties from Monday (today) with a skeletal staff-members, may lead to reopening of hearing proceedings, stalled in the wake of Corona scare as well as the registration of new co-op societies.
It bears recall that following the outbreak of the coronavirus, the Central Registrar of cooperative societies has informed all multi- state cooperative societies that all hearings due up to April 2020 will be stopped and proposals for registration of new societies and requests for amendments in by-laws will be considered later.
It is said several Multi-State Cooperative Societies including AP Mahesh Cooperative Bank, Bombay Mercantile Cooperative Bank, Mehsana Urban Cooperative Bank, NACOF and many others involved in legal wrangles see this as a relieving development.
The circular issued by Arvind Kumar, Deputy Director (Cooperation) read, “In pursuant to a complete lock-down in view of the threat posed by the spread of COVID-19, all the hearings of the societies, which are scheduled to be held till 14.04.2020 before the Ld. Central Registrar of Cooperative Societies (CRCS), are hereby cancelled till further orders. Exact date and time would be intimated in due course”.
“Further, all the proposals for registration of new societies and requests for amendment of by-laws of the existing societies will only be taken up subsequently”, read the notification.
“The dates for hearing, etc. if needed would be communicated in due course. This issues with the approval of competent authority,” it further reads.
