NCDC disbursements have risen steadily from Rs 5,736 crore in 2014-15 to Rs 41,031 crore in 2022-23. With this, NCDC has achieved about 28% average annual growth rate in disbursement of financial assistance since 2014 -15. Disbursement for the FY 2023-24 is envisaged as Rs 50,000 crore, this was stated by the Minister of Cooperation, Amit Shah in a written reply to a question in the Rajya Sabha.
Shah said the objective of National Co-operative Development Corporation (NCDC) is to promote, strengthen and develop farmer cooperatives for increasing production and productivity and instituting post-harvest facilities. The Corporation’s focus is on programs of agricultural marketing and inputs, processing, storage, cold chain and marketing of agricultural produce and the supply of seeds, fertilizer and other agricultural inputs etc.
In the non-farm sector, the Corporation endeavours to equip cooperatives with facilities to promote income generating activities, with special focus on weaker segments such as dairy, livestock, handloom, sericulture, poultry, fishery, scheduled caste & scheduled tribes, women cooperatives, etc, he added.
Shah also listed details of different schemes implemented/ activities assisted by NCDC such as YUVA SAHAKAR, AYUSHMAN SAHAKAR, NANDINI SAHAKAR, DAIRY SAHAKAR, DIGITAL SAHAKAR, SWAYAM SHAKTI SAHAKAR YOJNA and DEERGHAVADHI KRISHAK PUNJI SAHAKAR YOJNA
Other Central Schemes being implemented by NCDC include Agri Infrastructure Fund, Agricultural Marketing Infrastructure (AMI) sub scheme of Central Sector Integrated Scheme on Agriculture Marketing (CSISAM) for Storage and other than Storage Infrastructure, Mission for Integrated Development of Horticulture (MIDH) , PM Matsya Sampada Yojana (PMSSY), PM Formalisation of Micro Food Processing Enterprises (PMFME), ‘Formation and Promotion of 10,000 FPOs’ scheme and Fisheries & Aquaculture Infrastructure Development Fund (FIDF) Scheme.
Shah also listed other activities assisted by NCDC including Working capital assistance, Strengthening share capital base of primary, Purchase of furniture and fixtures, transport vehicles including refrigerated vans, assistance to sugar factories, spinning mills, help to Small /medium scale agro & allied sector processing units.
NCDC also gives loans for Storage, Cold Chain, Rural Housing, Hospital / Health Care and Education, Creation of infrastructure for credit cooperatives, Cooperative Banking Unit, Assistance to PACS for creation of infrastructure relating to Modern Banking Unit.
