One of the Board members of BISCOMAUN Mr Vinay Sahi has levelled charges of serious financial misconduct on the part of the Chairman Mr Sunil Singh. He has asked for CBI inquiry in many acts of omission and commission by the unauthorized board headed by Mr Sunil Singh.
Even in the much publicized revolving restaurant episode Mr Sahi says that there is no rent agreement with the tenant .Is government property leased in such a manner, he asks.
Readers may be aware that Biscomaun has its properties spread in different parts of the country. There is report of financial misconduct in its guest house in Kolkata. Similarly, its guest house in Jharkhand was also sold off with little financial justification.
Earlier, the Secretary, Cooperative , Govt of Bihar has written to Rohtas District Magistrate to enquire about one Sidarth cooperative which received Rs one crore from Biscomaun to purchase grains for Food Corporation of India. FCI had given Rs 3 crore to Biscomaun to procure grains.
Sidarth Cooperative run by one of the associates of Mr Sanjay Singh is said to have bought grains from the open market in Rohtas, Camoor, Buxer and Bhojpur and sent the same to FCI through Biscomaun. Sanjay is reportedly a close associate of Sunil Singh. This agency is alleged to have made huge illegal money in the process.
It is also alleged in the complaint that Sidharth Cooperative, in collusion with Public Distribution Centres of the Rohtas district sent grains meant for the poor to the FCI.
Bihar government has taken serious note as it has come to know that this cooperative has neither any godown nor any staff. It is alleged that it was floated quite recently to make money. The complainant also says that Sanjay Singh, the main figure is business partner of Sunil Singh, Chairman of Biscomaun.
Readers may be aware that the ghost of corruption is haunting BISCOMAUN for quite a long time. In an incident little reported in media, Director of Industries wrote a letter to Central Coalfileld Limites on the matter of coal distribution to the tiny and small consumers exposing the corrupt practices adopted by Biscomaun. In this letter (Vide letter nos 1342), Director of Industries, Govt of Bihar has intimated to Central Coalfield Limited that during inspection made by them(Director Industries) ,it has been found that Biscomaun has allocated coal either to those industries which are not in existence or presently closed.
It is well known that Biscomaun is nominated by the State government as state agency for distribution of coal to small and tiny consumers. After receiving this intimation CCL asked Bihar Govt either to monitor coal-distribution or suspend Biscomaun’s agency for the purpose.
This is high time Chief Minister Nitish Kumar focuses his attention to Biscomaun and takes the remedial measure to cleans corruption from the prestigious institution.
