New Act: Ministry sets formation of Co-op Election Authority in motion

The Union Ministry of Cooperation released a vacancy circular for the appointment of Chairperson, Vice-Chairperson and 3 Members (Statutory Posts) of Cooperative Election Authority (CEA).

The circular was issued on 24th August 2023. According to the circular, “The serving officers in Central/ State Government working at the level of Additional Secretary and Joint Secretary or equivalent and above and Government Officers retired from equivalent ranks are eligible for appointment as Chairperson and Vice Chairperson, respectively”.

“For Members of the CEA, serving/retired government officials or any person who fulfils such qualification and experience as prescribed are eligible for the post”, it further reads.

Cooperative Election Authority’s Chairperson, Vice-Chairperson and every Member thereof shall be appointed by the Central Government on the recommendations of a Selection Committee consisting of -Secretary, Ministry of Cooperation, – Chairperson, ex officio; Central Registrar, Member, ex officio; Additional Secretary, Ministry of Law and Justice, Department of Legal Affairs, Member, ex officio; and two experts from the co-operative sector to be nominated by the Minister in-charge of the Ministry of Cooperation.

The Selection Committee may regulate its own procedure for recommending the names for selection of Chairperson, Vice-Chairperson and Members of the Authority.

In another development the office of Central Registrar of Cooperative Societies will be shifted soon to the new building at World Trade Centre, Nauroji Nagar, New Delhi.

At present, the office of CRCS is being operated from Atal Akshay Urja Bhavan but it will get a new address soon.

Talking to this correspondent, one of the senior officials of CRCS office confirmed the news and said, “It’s true that the Central Registrar’s office will be shifted soon to a new location. The World Trade Centre project built by NBCC has been found suitable for the CRCS office”.

The required space has been purchased in the World Trade Centre for the CRCS office and the work of interior and furnishing has been started by CPWD. The office is being shifted because the present space is not sufficient for accommodating the additional sanctioned staff strength for carrying out futuristic roles & responsibilities”, the official said.

It is said that in the coming days, more officers would join the CRCS office against the sanctioned posts. The new proposed offices of Cooperative Election Authority, Cooperative Ombudsman to be set up require more space.

It bears recalling that the newly constituted- National Level Multi State Seed Cooperative Society office will be shifted to the World Trade Centre, Nauroji Nagar, New Delhi soon.
