NCUI Chairman Chandra Pal Singh Yadav who doubles up as the NCCT Chairman also has put his feet down and refused to sign on a paper brought by NCCT Secretary Mohan Kumar Mishra calling for a meeting of the newly reconstituted committee of NCCT, according to informed sources.
Yadav, source quote , is rather annoyed with the way the Ministry has gone about reconstituting the Committee members- something that has so far been the prerogative of NCUI.
As in the past, NCUI prepared a list and sent this for the Ministry’s approval. But this time the NDA govt rejected all its names replacing them with its own people, quotes a source. Several GC members see this as a gross violation of NCUI’s by laws as well as that of the MSCS Act.
NCUI’s list was not only rejected wholesale by the Ministry but also the only name that figured in the Ministry list was that of NCUI President who has to act as the Chairman of NCCT committee, going by the bye laws.
A highly-placed source said the President of NCUI could find a birth due to mandatory provisions in the bye-laws.
An angered NCUI President has refused to call a meeting of the newly reconstituted NCCT Committee (Only Chairman can do) and has written to the Ministry that unless NCUI’s primacy in the matter is restored no meeting would take place, informed sources confide.
According to the NCUI bye laws only NCUI can issue order regarding NCCT but of late the Ministry has been doing this in a blatant violation of co-operative principles and MSCS Act 2002, said a peeved GC member on condition of anonymity.
There is a growing realization among the Governing Council members that in country like India which boasts a robust judiciary, there is no point running from pillar to post. They are now keen on approaching court in the matter. “Let’s do it”, say all GC members with one voice.
Earlier, the reconstituted Management Committee of Vamnicom, an exercise carried out in April, has about eleven members with the Additional Secretary nominated as the Chairman-a position earlier held by NCUI President. There are about eleven members and all of them were nominated without keeping the apex cooperative body -the nodal agency for cooperative education and training in the country in the loop.
Mr. Mohan Mishra and Dr. Chandra Paul Singh yadhav fighting each other and enjoying intheir power. But only the employees are suffering without getting benefits such as promotion, Transfer, Seventh pay and also no incentives ,MACP etc. Even the employee working more than 20 years the promotion has been rejected. No MACP. As per the 6 th pay the MACP has not been given for most of the employee. The seventh pay was implemented nearly two years over even the ncct has not been given to the employees . 23 months completed. DPC for namesake has been conducted. There are lot of vacancies in the ncct. But only two directors and two deputy directors have been filled that also it has been promoted Mohan Mishra persons. If we asked ther will tell the post has been lapsed. So that it is two post only filled. Even the employee going to retired immediately the seniority person has not been filled it. Delibrately it is lying under vacant later on they will tell the post is lapsed. The seventh pay most of the organisation has given. But ncct telling it is under ministry. It will take time. Same thing is doing by mohan mishra for the long period. The MACP the employee even completed 24 years or 22 years it has not been given so far. Their ego clash chairman and secretary ultimately the employees are suffering. Why they exploiting the employees. Because the employeed are no guts to asking ncct. Because they are under fear of transfer. How long we will fear about the ncct without getting atleast minimum benefits. The reason behind Mohan Mishra only. For the last ,6 years same thing was doing by Mohan Mishra. After he took charge of NCCT Secretary he spoiled the NCCT and their employee welfare. So rightnow all employees ready to fight for getting the benefits.
The act of gc ncui is not in a sprit of cooperative principal. The employee who has not brought the fact before the chairman NCCT, no action has been taken against them by chairman inspite of directions given by ministry’s as well as by court. Hence saving the corrupt employee is not proper. Only enjoying power with no accountability no organisation can run properly and employee have to suffer a lot.
All employees should fight against the NCCt. Then only the employee will get benefit. Every organisation having union for represents their greivances. Only organisation( NCCT) not having employee union in india. Sothat the NCCT exploiting the employee. The great Directors of the ICMs they are also not represents anything about the employee greivances. Every year they are attending Directors conference and they will enjoying in the hotels and see new places and spend nearly Rs. 50000 and 750000 for to and fro by flight . They will go and simply attend the meeting. They never open their mouth. Because they are keeping in the safe place. The employees only suffering. So the employee only should fight against NCCT. This is a right time.
