We have following queries for your valuable advice.
1. Has the Department of Agriculture & Cooperation, Ministry of Agriculture has amended the MSCS Act 2002 (in accordance with the Constitutions – 97th Amendment – Act 2011) paving way for the Multi-state Cooperative Societies to amend their bye-laws suitably and in conformity with Constitutional Amendment?
2. Are we correct to infer that only when the MSCS Act 2002 is amended by the Central Registrar of Cooperative Societies, do the Multi-state Cooperative Societies can amend their bye-laws.
3. Has the Apex Court given any decision on the Special Leave Petition filed by the Union Government against Gujarat High Court judgment? And whether till a decision is taken by the Apex Court, can the Multi-state Cooperative Societies amend their bye-laws in conformity with Constitutional Amendment?

2. NOT NECESSARILY. ANY TIME BYE LAWS CAN BE AMENDED WITH IN CURRENT LAW .
3.SLP AGAINST GUJ H C JUDGMENT STILL PENDING. But that is not binding outside Gujarat.
