No individual can set up a cooperative society in any State. Two pre-conditions are to be met before an idea can be mooted. There should be at least 10 people belonging to ten independent families and there has to be a blue print of economic activity that a proposed cooperative society will undertake and profitably. So once these are ready the rest is not at all complicated to prevent you moving.
