Builder is delaying the formation of society for long time and now it looks like it is not going to be formed.

As per Section 7(2)(b) of Goa CS Act 2001 any 5 adults belonging to 5 different families can sign an application for Registration. Builder’s consent is not necessary. It is assumed that the builder has handed over possession of dwelling units to parties with whom sale agreements have been executed and registered with the registrar of properties, after obtaining clearance of civic authorities to occupy the property.
