If a person name is not there in agreement can he become an associate member by giving noc from original member and by paying rs100 fee. If not than what is the procedure?

Joining a Management Committee of CHS is a right to start with but is an onerous responsibility after joining. Neither is understood properly in mos CHSs.
Bye Laws must provide for Associate Member a right to join Committee. Model Bye Laws 1984, 2001, 2009 and 2014 do not confer more rights than this. Work on changing bye laws as it is permissible under Section 24(2) to allow Associate join Committee under Bye-Laws of CHS.
