There are two answers YES and NO.
There is a judgment of Supreme Court on that count.

The decision is at Para 54 of the order Relevant to your question is extracted below.
“We therefore, hold that the Cooperative Societies registered under the Kerala Co-operative Societies Act will not fall within the definition of “public authority” as defined under Section 2(h) of the RTI Act….. in the absence of materials to show that they are owned, controlled or substantially financed by the appropriate Government. “
SC order is binding all over India.
Also the Apex Court noted in the order at Para “9. We notice, the issue raised in these appeals is of considerable importance and may have impact on similar other Societies registered under the various State enactments across the country.
