Problem associated with from Chawl to flat

I got my flat in lieu of a chawl room where I was residing earlier now after possession of the flat can I sell it within six months and to tell u it is an ownership flat not an sra project where any clause or objection is written of disposing of my flat further more  secretary is saying that I cannot sell the flat within a year’s time of purchasing from LIC of India where as I got the flat, in lieu of a chawl room is that possible and I have paid all my dues to the society its a three year old society furthermore the secretary is not giving me noc regarding clearance of past dues, what should I do ?

The Secretary of your CHS is bound to comply what is provided the sub-section (2) of Section 29 of MCS Act 1961 reproduced below:

(2) A member shall not transfer any share held by him or his interest in the capital or property of any society, or any part thereof, unless–

(a) he has held such share or interest for not less than one year;
