I have been residing in my brothers flat for the last 6 years. He is the single owner of the flat and is willing to suggest my name for associate membership.
Can I be an associate member and vote / stand for elections even if I am not the joint owner of the property.

Associate member’s right are governed by bye Laws [Section 24(2) of MCS Act 1960].
If your CHS bye-laws so provide you can be an Associate member, Contest election to committee and get elected as chairperson. How Exciting!
So buy a copy of your registered bye-laws from your society’s office (Costs Rs 100) and find out the answer yourself.
