We have a Staff Cooperative Housing Society Ltd (in a Central Govt Department). Location Hyderabad – Telagana State.
There was a venture of independent houses (162 plots) taken up in the year 1984. However the layout of the Colony is not yet approved by the Municipal Corporation (GHMC). As such the dwellings in the colony are not being regularized by the GHMC. We have been asking the Society to let us know the latest status, efforts being made and the possible time it takes to get the layout regularized. We have the plots registered on the individual names but the lack of regularization limits our rights on the dwellings.
I have written number of letters (by registered post) in the past six months but the society does not even acknowledge the same.
Please let us know whom to complain about the apathy of the Society. We have some more issues as well where there is no transparency.

Co-operative Societies are held to be Service Providers to its members. Your Society is guilty of providing a deficient service to you. You have a reasonably good case to file a compliant before Hyderabad District Consumer Form having three Courts at the following address.
Chandra Vihar Complex
M.J. Road
Nampally
Hyderabad
You go to this building and meet the Registrar of any Court and ask for which of the three will hear your matter. You can write down a complaint on a piece of paper and file it yourself. You will be called for hearing and you can go personally ( not necessary through a Lawyer). The Court should in all fairness after hearing the Secretary of the Society give instructions.
As the Consumer Courts for Telangana is a recent development it will take little longer but it is almost a cheapest way to go about.
