Our cooperative housing society in Vasai has a care taking committee as all the office bearers of the provisional committee resigned 4 months back together based on some financial irregularities. As there are serious complaints such as buying tanker water of Rs 1.5 Lakh per month and ignoring members request to install temper-proof water meter to monitor water procurement and functioning of chairman who does not have any flat in the society and does not disclose supporting documents of her eligibility of chairman of member of the society even after written complaints.
When the complaints were not addressed in the society level, the complaints were lodged with Dy. Registrar by the member of the society. Since the office bearers resigned together and there are serious complaints, a retired officer was appointed by the Dy. Registrar before the Lok Sabha election was declared.
But when the administrator went to take the charge, the existing care taking office bearers collected signatures by misleading the members by saying that the appointment of the administrator would result huge unwanted expenditure and problems for the society and approached the Dy. Registrar to change the order and replace the old administrator, who is yet to take charge, by their own selected member of the society itself as the new administrator.
Since it will help the office bearers to continue the irregularities without any problem, they are using political influence to get the changed order. Now the Dy. Registrar is likely to change the order to appoint the new administrator when the Lok Sabha election has been already declared. Now in this situation particular when Lok Sabha election has been declared, can new administrator be appointed changing the old order abruptly? Please give your views and suggestion to address such level of corruption in the housing society.

Cooperative’s strength is its members. The majority seems to be with the Chairman not qualified to occupy the chair. What can a handful of members do? Registrar’s powers to appoint Administrator are withdrawn.
But a situation were no committee is functioning the Registrar can authorise someone including a member giving powers for six months during which he must hold elections. This is not going to be possible as the Government has not appointed SCEA.
This uncertainty will continue till State ELECTIONS are over. If u can muster a majority and demonstrate it to Chairman himself he might relent hopefully.
