Petitioners alleged KCMPUL violated Article 300A by withholding salaries, citing financial issues. The court emphasized KCMPUL’s unchanged status as an “authority” under Article 12.
A Single Bench dismissed their plea, but the Division Bench, referencing prior rulings, held KCMPUL’s pervasive state control under statutory governance justified writ jurisdiction under Article 226.
