The Bombay High Court has said the CM has no independent power assigned under the Rules of Business and Instructions to review or modify the decision taken by the in-charge minister concerned, media reports say.
The court said this while hearing a petition challenging the competency of Maharashtra Chief Minister Eknath Shinde in granting a stay to the staff recruitment process of a cooperative bank,
The petition had been filed by Chandrapur District Central Co-operative Bank Ltd and a businessman, Santoshsingh Rawat, who had been elected as its chairman.
The Bank has 93 branches across Chandrapur district in Maharashtra, but due to many retirements over the years, it had started facing a shortage of staff and so its board of directors had decided to take necessary steps for filling up the vacancies.
