Making the most of his stay in Delhi on account of the ongoing Parliamentary session, NCUI President also used the opportunity (stay) to solve, among other things, the vexed issue of NCCT. He looked hopeful that the issue may be resolved by negotiations sooner than later.
When this reporter reached the NCUI headquarters on Monday second half, its President Chandra Pal was sitting in his chamber along with the Chief Executive N Satynarayana and others. Interestingly, while Chandra Pal was cautious in his remarks, the CE said that the issue may be resolved as early as next week. Seasoned cooperator that he is, Chandra Pal modified it and said “yes in a few weeks we expect a breakthrough”.
Talking of the progress achieved on the matter recently, Chandra Pal Singh Yadav said that he had practically met everybody from Ministers to Babus to help get the issue resolved.
“I told them that my tenure is ending in the next six months and according to the MSCS Act I cannot run for the third term. You can have a President of your choice if he wins elections. The question is not of any individual- me or anybody but that of an institution (NCUI) which we must save at any cost”, Chandra Pal is believed to have made an impassioned appeal.
During his narration the NCUI President sounded somewhat emotional on the issue and said that “If I fail I would have the regret that NCUI was bifurcated during my tenure and that I failed to bring the glory of this great institution back to it”. It may not matter to me personally as I would not remain the next president but it does matter to the institution known as NCUI- the temple of cooperative movement, Yadav said.
Sources, in fact, accuse Radha Mohan Singh for doing the mischief on the advice of an erstwhile disgruntled official of NCUI and with the active support of Sahakar Bharati to the idea.
It bears recall that NCUI had received a letter from the Agriculture Ministry with the title “Establishing National Council of Cooperative Training (NCCT) as an independent, Central and Professional entity-delinking from National Cooperative Union of India”.
The apex body went to court challenging the order of the Ministry. Several hearings have taken place and NCUI is said to have been well-positioned to win the case. But the NCUI President made a categorical statement to Indian Cooperative that he is in favor of out of court resolution as court cases have no end. “Even if we win, the Ministry may appeal in the Supreme Court delaying the matter further”, he stated.
