I have a flat in Porvorim, Goa which is given on rent. Just last week I have received a bill from the housing society for non occupancy charges @ Rs 8 per sq mt. My flat is of 107 sqm area so per month the charges amount to Rs 856.
I have read that the non occupancy charges should not exceed 10% of service charges levied by the society. My annual fees paid to society for the year Apr’16 to Mar’17 is Rs 23,148/- which includes maintenance charges, club house charges and sinking fund. So even if I consider 10% of this amount I should be paying only Rs. 2,315 for the entire year whereas they have sent me a bill of Rs 2,568 per quarter.

In Maharashtra it is so and Goa has borrowed the law from Maharashtra. In that what you have heard is right so ask the Secretary to explain how excess NOC was being demanded?
