Victor or Vanquished : NCUI Prez cedes power

NCUI President finally gave in and wrote to the Union Agriculture Secretary a letter for which the agricultural ministry had been tightening the screws on the apex cooperative organization for more than a year.

In his letter NCUI President Chandra Pal Singh Yadav has agreed to cede administrative and financial powers.

Talking to the Indian Cooperative Chief Executive of NCUI, Dr Dinesh confirmed that the letter had been sent but when asked to divulge its content he stalled saying “I have not seen what he has written. It’s a matter between him and the Ministry. So far as I am concerned I will continue to work under the guidance of the Governing Council and the President”.

However, readers could recall the words expressed by Dr Dinesh only a week ago. He had talked about the breaking of the ice between NCUI and the Ministry in an interview given to Indian Cooperative.

Last week meeting was indeed crucial, as Indian Cooperative had informed its readers. It was in this meeting when Chandra Pal decided to cede powers in order to deliver NCUI from a financial bind it found itself in for a long time.

According to sources, the plight of NCUI field project staff that had been without salary for months compelled Chandra Pal to change his mind. Chandra Pal in his meeting with the Union Minister Sharad Pawar had sought his intervention in easing pressure on the staff. Taking advantage of the compulsions of his situation, the ministry babus asked him to sign a piece of paper committing him to relinquishing his powers. When he had returned to his office at Siri Fort Road he knew he had lost it.

It is a matter of time now that funds would start flowing, informed one of the directors at NCUI. But what passes one’s comprehension is the abject genuflection of the highest cooperative body before the imperious govt babus.

On a number of occasions earlier, the issue of abandoning powers had been resisted in the meetings of the Governing Council as it held the elected heads were paramount.

But Ministry’s constant pressure coupled with the arm-twisting tactics of withholding funds compelled the President to bend. And the conditions of the field staff only added to his helplessness.

He won so far as NCUI’s immediate future is concerned but he lost in terms of the future of the cooperative movement.

This experience teaches a lesson too that if you wish to stand up to the babus you have to be economically viable. The cooperative movement that comprehends the entire world is not a product of governmental efforts but an achievement of the people at large.

    hop ncui wl giv us wat we deserv to get if ministry releas the fund. ncui/cefp staf r no more in d jungle so u cant underestimete us anymore. wat u sow u wil reap. hop dis tim u al learnd a lesson.

    a very good news for the employees of ncui and ncct……..now we are expecting from ministry that they will do some justice to the deprived employees of ncct and will make some enquiry in the principals appointment scam as well and punish those who managed their appointment without having suitable qualification….

    For Cooperative Movement inching towards democratic, self sustaining, professional management, such situations are eye openers.

    The immediate function of the Ministry should be to go into enquiry report submitted earlier and see to that under what binding NCCT is protecting tainted officials and employees appointed through unfair means.It is the bounden duty to find out the officials responsible for finalising age and other eligibility criteria for appointment of Princpal and promotion Vice-Principals

    Now, Govt./NCCT should look after the feeling of vital vacant posts immediately and start serving for Cooperatives, as it is International year of Cooperative, 2012. Ministry should look after these. With 70% vacancy in key posts, it is not possible to serve best.

    This is the darkest day for the cooperative movement of India. But this is the expected from so called cooperative leader. A real cooperator would prefer to resign rather than surrendering the autonomy. Even the ministory should have not done this to save the soul of cooperative. whatever the percepted irregularities have been carried out by the existing leader/employees, it shoud have been handeled with extrem direct legal action

    ohhhh thaks god that now the employee gets roti, for his family bcoz i am not aware about the coop. but i understood that if there is no meal in the somach u can do nothing “khali pet koi kya kar sakega” some one bfore write that coop. can surrunder how u can judge it if the govt. officer constantly watch the ncui ruler they do his job very nicely. i also suggest the govt. that u can carefully watch the ncui action and daily works bcoz the projects staff they treated as a orphan children. i also suggest the project staff fight aganist for “haq” remember always gadhji they fight for the nation and u all employee fight for your self , your family and your social value.

    At Last , God has been kind to us. the future of ncui,ncct along with (19 units – icm’s and Ricm’s )ncce and ncui field project employees will have bright future. The Ministry officials will definitely look into the each and every problems faced by the employees. The funds positions of many ncct units across the country were in bad shape. Many units won’t be paying salary and pension for the july month, unless the ministry releases some funds. All employees of ncct and its units throughout the country were celebrating the surrender of the ncui chairman. We hope and pray that the kind hearted Ministry officials will also consider the plight of ncct pensioners who had not received 6th Pay commission arrears for 4yrs and they have not received Dearness relief for the last one and half yrs. The ministry officials must punish rogue elements in the ncct. ( Ex NCCT Secretary T. Paranjothi who is still in VAMNICOM, Mrs. Ranjana Devi who still in NCCT Headqtrs).

    till today nothing was in order in ncct/ncui ….now it’ll be the responsibility of the ministry to make a surgery of the entire affairs of ncct/ncui ……may be selection , promotion, panel preparation for selection, DA/pension payment,transfer/posting and all important affairs…..and panelise the culprit officers due to whom all these irregularities were occured in this institution. Particularly a proper scanning of pricipals appointment should be made. I am sure at least 13 out of 15 selected candidates will not be able to justify their recruitment.
