Does NCUI have two Chief Vigilance Officers? Indiancooperative.com has come to know that two officers have been requested on by Director (Personnel) of NCUI to give Vigilance Clearance Certificate in respect of nine officers who have been promoted by Departmental Promotion Committee in its meeting held on January 21 this year.
The said letters were issued on 22.01.2013 back dated with reference NCUI/Pers/CVO/01/2013 dated 15.01.2013 when it was felt that same is required essentially. Only one member (other than Chief Executive) has attended D.P.C. meeting held on 21.01.2013.
It is also learnt that the said Departmental Promotion Committee was constituted against the Rule 7(B) of existing Service Rules of NCUI duly approved by Governing Council of NCUI. Chairman or Chief Executive of NCUI has no authority to change the constitution of Departmental Promotion Committee without the approval of Governing Council of NCUI.
NCUI has its own service rules for its employees and service conditions of employees should be governed by it. But in some cases, management choose to follow DOPT rules of Government of India for its convenience whereas in some cases its follow its own rules.
In case of promotion and time bound scale, neither NCUI service rules are followed nor Government of India’s rules are followed. Recently a Circular was issued in which it is mentioned that applications of employees/ officers will be not considered for deputation.
It is against the existing service rules of NCUI as well as DOPT rules. Some employees are already deputed in other organizations whereas others are deprived of opportunity.
If NCUI is reeling under financial problem, it should continue with its existing strength of employees/ officers by promoting them who are senior and well experienced instead of recruiting new people. There is no uniform and transparent policy for granting extension to employees/ officers after their superannuation.
